AIS Appointed for Ngau Tam Mei Site Formation & Infrastructure in Hong Kong

The Hong Kong SAR Government has appointed GISI Consulting Group company Asia Infrastructure Solutions (AIS) to advance the design and construction of the Site Formation and Infrastructure Works at the Ngau Tam Mei New Development Area, a cornerstone of the city’s Northern Metropolis vision.

Spanning over 120 hectares in the New Territories, the project is set to transform the landscape into a vibrant, sustainable community anchored by the Northern Metropolis University Town. Key developments will include an integrated medical teaching and research hospital, Hong Kong’s third medical school, and a new residential neighborhood designed to meet the housing and quality-of-life needs of future generations.

Building Foundations for a New Community

The Ngau Tam Mei initiative represents one of the most ambitious phases of Hong Kong’s Northern Metropolis strategy, a blueprint for economic growth, urban integration, and sustainable development. By providing essential infrastructure, from road networks and utilities to drainage and site formation, the project will create the foundations upon which education, healthcare, and residential facilities can thrive.

Dickson Law, Co-Managing Director at AIS, emphasized the transformative nature of the project, which will be delivered through a joint venture with AECOM. “Our collaborative approach brings together unparalleled expertise and a shared commitment to innovation. We are confident this synergy will be instrumental in delivering the Ngau Tam Mei project with excellence, creating lasting value for the community and advancing the Northern Metropolis vision,” he said.

Harnessing Cutting-Edge Technologies

AIS will deploy advanced digital and engineering solutions to deliver the project efficiently and sustainably. This includes the use of Building Information Modeling (BIM), Geographic Information Systems (GIS), LiDAR, Robotic Process Automation (RPA), and Generative AI. Together, these tools will enhance design accuracy, streamline workflows, and support data-driven decision-making across the project lifecycle.

By integrating these technologies, AIS plans to reduce project risks, optimize resource allocation, and ensure long-term resilience in the built environment. The approach underscores Hong Kong’s commitment to positioning the Northern Metropolis as a global model for smart, sustainable urban development.

A Pillar of the Northern Metropolis Vision

The Northern Metropolis plan is one of the largest development initiatives in Hong Kong’s history, seeking to balance economic opportunity with livability and sustainability. With projects like Ngau Tam Mei, the region is being reshaped into a hub for innovation, education, and healthcare that will serve the city well into the future.

As work begins on site formation and infrastructure, AIS’s role in managing delivery with precision and foresight will be crucial to turning this vision into reality.
