Barry brings three decades of leadership experience, specializing in civil and social infrastructure projects across Asia. He has been involved in major infrastructure projects with Public Works Departments, MTRCL, and private developers in Hong Kong, and is highly familiar with both public and private sector markets in Southeast Asia, including Malaysia, Thailand, Vietnam, Indonesia, Myanmar, the Philippines, and Singapore.

Before joining AIS, Barry served as General Manager – New Territories (Projects) at Hong Kong MTR Corporation Limited from 2019 to 2023, overseeing the full project life cycle for new railway extension projects. Prior to that, he spent over two decades at AECOM (and legacy firm Maunsell), where he was Senior Vice President, leading the transportation business in Asia.

Barry is active in industry societies. He was Chairman and Vice-Chairman of the Association of Consulting Engineers of Hong Kong, Secretary of the HKIE Civil Discipline Advisory Panel, a committee member of the HKIE Geotechnical Division, and past Chairman of the Association of Geotechnical and Geo-environmental Specialists (HK). He also serves on various HKIE sub-committees.

He holds a Master of Science (Geotechnical) and a Bachelor of Engineering in Civil & Structural Engineering, both from the University of Hong Kong.
